A contracting officer shall consider a sole source contract award to a EDWOSB on a sole source basis before considering small business set-asides provided that the SBA has determined that EDWOSBs are underrepresented in Federal procurement, when the contracting officer does not expect there would be competition from any other EDWOSB, and when the contract is within certain dollar limits.
