Your Checklist for After GSA Schedule Award

Checklist for After GSA Schedule Award
### THIS IS NOT LEGAL ADVICE ###

Congratulations on securing a GSA Multiple Award Schedule (MAS) contract! As a GSA schedule contractor, you now have access to a vast pool of federal, state, local, and tribal government customers. However, maintaining compliance with the MAS contract’s terms and conditions is critical for GSA schedule contracting success and contract continuity. This checklist will guide you through the key post-award steps to ensure you stay on track with your federal contract management and government contract administration responsibilities.

Remember, this checklist is a tool to help you stay compliant with key MAS contract terms and conditions and does not limit or otherwise modify your responsibility to comply with all terms and conditions of your MAS contract. If ambiguities arise between this checklist and the terms and conditions of your MAS contract, the terms and conditions incorporated into your MAS contract will prevail.

Familiarize Yourself with the Vendor Support Center (VSC)

Immediately after your GSA Multiple Award Schedule (MAS) contract is awarded, it’s crucial that you familiarize yourself with the Vendor Support Center (VSC). The VSC is a comprehensive resource designed to assist MAS contractors like yourself with navigating the post-award compliance requirements and responsibilities.

Register Your MAS Contract

One of the first steps you should take is to register your newly awarded MAS contract in the VSC. This ensures that you have access to the necessary tools and information to effectively manage your contract. By registering, you’ll be able to stay up-to-date on important deadlines, reporting requirements, and other key details related to your MAS contract.

Update Your VSC User Profile

If you already hold an existing MAS contract, it’s equally important that you update your VSC user profile at this time. Keeping your profile current allows you to receive timely notifications and communications from the General Services Administration (GSA) regarding your contract. Updating your profile also ensures you have the appropriate access and permissions to manage your contract through the VSC.

By familiarizing yourself with the Vendor Support Center, registering your new MAS contract, and updating your user profile, you’ll be well on your way to successfully navigating the post-award compliance requirements and maintaining the health of your GSA Schedule contract.

Review the Contractor Start-up Kit

Immediately after your GSA Schedule contract award, you should review the Contractor Start-up Kit available on the Vendor Support Center (VSC) website. This comprehensive resource will guide you through the critical steps required to successfully onboard and manage your Contractor Start-up Kit after winning a GSA Schedule contract.

Learn How to Upload Price List to GSA Advantage

One of the key tasks outlined in the Contractor Start-up Kit is how to properly upload your price list to GSA Advantage. This is a crucial step, as your awarded price list must be published on GSA Advantage for federal buyers to view and access your contract offerings. The Kit provides step-by-step instructions and templates to ensure you upload your price list accurately and efficiently.

By thoroughly reviewing the Contractor Start-up Kit, you’ll gain a clear understanding of your post-award responsibilities and the necessary actions to maintain compliance with your GSA Schedule contract. This resource is an invaluable tool to help you navigate the process of onboarding and managing your GSA Schedule effectively.

Submit Electronic Contract Data to GSA Advantage

As a GSA schedule contract holder, you must submit your electronic contract data for publication on GSA Advantage within 30 calendar days after contract award. This ensures that your products, services, and solutions are readily available for federal agencies and other eligible buyers to discover and procure through the GSA Advantage platform.

The process of submitting electronic contract data involves several key steps. First, you must register your MAS contract in the Vendor Support Center (VSC) and become familiar with the resources and tools available to manage your contract effectively. Once registered, you can access the VSC’s Contractor Start-up Kit, which provides detailed guidance on how to upload your awarded price list to GSA Advantage.

Timely and accurate submission of your electronic contract data is essential for maintaining your GSA schedule contract’s visibility and accessibility. By adhering to the 30-day requirement, you can actively promote your offerings and facilitate efficient procurement processes for government buyers seeking the products, services, and solutions your company provides.

Leveraging the GSA Advantage platform is a critical component of your successful participation in the GSA Multiple Award Schedule (MAS) program. By submitting electronic contract data in a timely manner, you ensure that your offerings are readily available and easily accessible to a vast network of government buyers, ultimately contributing to the growth and continuity of your GSA contract.

Register for FAS ID and Access Sales Reporting Portal

As a GSA Schedule contractor, you must register for a FAS ID to access the FAS Sales Reporting Portal (SRP) and determine whether your contract was awarded with Transactional Data Reporting (TDR) requirements or without TDR. This critical step must be completed 15 days before the end of your first sales reporting period.

Determine if Your Contract Has Transactional Data Reporting

Carefully review your MAS contract to identify whether it includes the Transactional Data Reporting (TDR) clause (552.238-80 Alternate I) or the standard clause without TDR requirements (552.238-80). Knowing which clause applies to your contract is essential for properly reporting your sales and remitting the industrial funding fee.

Contractors with TDR contracts must track all sales made through their MAS contract by special item number and properly report this transactional data using the FAS Sales Reporting Portal. Non-TDR contractors have different reporting requirements and should remit sales data and the industrial funding fee through the portal as well.

Regardless of your contract type, registering for a FAS ID is a crucial first step to accessing the sales reporting tools and maintaining compliance with your MAS contract obligations.

Checklist for After GSA Schedule Award

Federal, state, local, tribal governments and other eligible buyers are authorized to use your products, services, and solutions. You must accept all orders from buyers within the executive branch of the federal government that fall between the minimum and maximum order limits specified in each MAS contract. You are encouraged to accept orders from agencies and activities outside the executive branch, although you are not required to do so.

Accept Orders from Executive Branch Agencies

As a GSA Schedule contractor, you must be prepared to accept orders from executive branch agencies that fall within the scope and order limits of your MAS contract. This is a key post-award compliance requirement that demonstrates your commitment to serving the federal government’s procurement needs.

Advise on Purchase Card Orders

In addition to accepting orders from executive branch agencies, you should also be ready to advise on purchase card orders from federal buyers. Your expertise and responsiveness in fulfilling purchase card transactions can further strengthen your post-award compliance checklist and overall customer service.

Achieve Sales Targets for Contract Continuity

As a GSA Schedule contract holder, you must meet specific sales targets to ensure the continuity of your contract. You are required to achieve $100,000 in sales within the first five years of your contract and maintain $125,000 in sales during each subsequent five-year period. These sales targets are crucial for demonstrating the value and utilization of your GSA Schedule contract, which is essential for securing contract renewals.

To meet these sales targets, it’s important to take a proactive approach to marketing your GSA Schedule contract. Leverage tools like SAM.gov and eBuy to actively identify and pursue relevant government contracting opportunities. By consistently marketing your offerings and securing sales, you can not only meet the required contract continuity thresholds but also expand your federal customer base.

Sales Target Timeline
$100,000 First 5 years
$125,000 Each subsequent 5-year period

Remember, your ability to meet these sales targets directly impacts the contract continuity of your GSA Schedule contract. By proactively marketing your offerings and securing government sales, you can ensure the long-term sustainability of your GSA Schedule contract and the continued success of your federal contracting business.

Submit Modification Requests Properly

As a GSA Schedule contractor, you will likely need to submit modification requests throughout the life of your contract. Before you begin the modification process, be sure to review the detailed modification and mass modification guidance provided on the GSA website. This resource offers valuable instructions and outlines the required templates you must use, such as the Modification price proposal template for services and training [XLSX – 459 KB] and the Modification price proposal template for products [XLSX – 374 KB].

Use Required Templates

Leveraging the appropriate templates when submitting modification requests is crucial for ensuring your submission is processed efficiently. These templates cover a range of modification types, including administrative, pricing, technical, and terms and conditions changes. Familiarizing yourself with the available templates and using them correctly can streamline the modification process and help avoid delays.

Request Wage Determination Changes

One important aspect of modification requests is the need to keep your wage determinations up-to-date. If there are any changes to the wage determinations applicable to your MAS contract, be sure to submit a pricing modification request to reflect the updated rates. This will help ensure your pricing remains compliant with the latest Department of Labor requirements.

By following the proper procedures for submitting modification requests, using the required templates, and updating wage determinations as needed, you can maintain the accuracy and compliance of your GSA Schedule contract throughout its lifecycle.

Respond to Option Extension Notification

As a federal contractor holding a Multiple Award Schedule (MAS) contract, you must be prepared to respond to the option extension notification sent by the contracting officer. This notification is typically generated by the OPEN system, which runs a query every two weeks for contracts expiring in the next 250 days. The contracting officer will reach out to you approximately 250 to 210 days before your contract end date to inform you of the government’s decision to exercise or not exercise the option clause.

When you receive the option letter, sent 210 days prior to your contract expiration, it will require a corporate officer’s affirmation that certain contract disclosures have not changed. You have 45 days to respond to the Option Letter via eMod, providing the necessary data requirements. This timely response is critical to ensuring the seamless continuation of your MAS contract.

Challenges that can delay the option renewal process include issues such as lack of authorized negotiator listed on the contract, incorrect email contact information, outstanding mass modifications, outdated subcontracting plans, and more. To avoid delays, it’s important to maintain up-to-date contract information and promptly address any outstanding requirements.

If you need assistance navigating the option extension process, you can contact technical support at 1-866-472-9114 or email eoffer@gsa.gov. Proactive communication and timely responses are key to a successful option extension and maintaining your contract end date.

Comply with Clauses Mandating Time-Bound Actions

As a contractor with a Multiple Award Schedule (MAS) contract, you must adhere to various time-bound compliance actions to remain in good standing. These actions involve critical reporting requirements and proactive communication with the government.

Report Sales and Remit Industrial Funding Fee

You must track all sales made through your MAS contract by special item number (SIN) and properly remit your industrial funding fee (IFF) and sales data using the FAS sales reporting portal. SINs eligible for transactional data reporting (TDR) have different reporting requirements compared to non-TDR SINs. Timely and accurate reporting is essential, as you must submit your IFF and sales data within 30 days following each reporting quarter or month.

Report Price Reductions

If you offer a price reduction to a customer, you must report it to the contracting officer within 15 days of the effective date. This ensures the government is aware of and can benefit from any pricing updates or discounts you provide.

Report Subcontractor Information and Executive Compensation

You are required to report subcontractor information and executive compensation details annually via the System for Award Management (SAM.gov). This reporting obligation persists throughout the life of your MAS contract, with updates due semi-annually.

By diligently complying with these time-bound reporting requirements, you demonstrate your commitment to transparency and the government’s trust in your ability to manage your MAS contract effectively.

Maintain SAM Registration and FAPIIS Updates

As a GSA Schedule contract holder, it is crucial to maintain an active and up-to-date registration in the System for Award Management (SAM.gov). You must ensure that your SAM.gov profile remains current, accurate, and complete throughout the life of your contract, including through the final payment. This requirement is essential for continued eligibility to receive federal contract awards.

In addition to maintaining your SAM.gov registration, you must also update information in the Federal Awardee Performance and Integrity Information System (FAPIIS). This system tracks contractor performance and integrity data, which is used by government officials to make responsible business decisions. You are required to post the necessary information in the SAM database on a semi-annual basis for the duration of your contract.

Staying compliant with these SAM registration and FAPIIS update requirements is not only a contractual obligation but also a vital step in demonstrating your commitment to transparency and accountability as a government contractor. By meeting these responsibilities, you can maintain a strong reputation and continue to compete for valuable federal opportunities.
