Transpacific Technologies, Inc., a women-owned small business specializing in electronic hardware design, software engineering, and IT services, sought to expand its federal contracting opportunities. They were stuck in the Subcontracting role, and wanted to become a Prime. GSA Focus was engaged to assist with the GSA Multiple Award Schedule (MAS) application process. Through navigating multiple challenges, including documentation requirements and proposal rejections, GSA Focus succeeded in securing a GSA contract for Transpacific Technologies.Â

- Initial Rejection of GSA Offer
Transpacific Technologies’ initial GSA offer was rejected by the GSA, which is a common GSA practice. GSA Focus worked quickly to address the rejection. We coordinated with Transpacific to modify the proposal and meet the necessary qualifications for resubmission.
- Detailed Documentation and SIN Descriptions
GSA required extensive documentation and clarification for each of the 5 SIN categories offered. GSA Focus prepared detailed project narratives, compiled performance work statements, and all other documentation to meet GSA’s requirements. GSA Focus also aligned SIN descriptions with Transpacific’s services to maximize future federal contracting opportunities.Â
- Revisions to Commercial Pricing and Labor Categories
The need to revise Chimera’s list of authorized negotiators within GSA systems led to several obstacles, including system access issues and rejection notifications. GSA Focus resolved these issues, ensuring that designated personnel had the necessary access for compliance and reporting functions​​. GSA raised issues regarding Transpacific’s commercial pricing and labor categories. GSA Focus responded by reviewing the pricing structure, adjusting labor categories, and ensuring that all pricing met GSA’s standards. This included aligning labor categories with appropriate SINs and negotiating favorable terms. Some Labor Categories were removed to make the award easier for GSA, but GSA Focus added them back at no cost after award.Â
- Managing Post-Award Actions and GSA Systems
After securing the GSA contract, GSA Focus provided ongoing support by handling VSC (Vendor Support Center) registration and advising on catalog uploads for GSA Advantage.
