GSA Awards Phase 1 Contracts for Alliant 3 GWAC to 43 Companies

The General Services Administration (GSA) has announced the 43 companies selected in Phase 1 of the Alliant 3 Governmentwide Acquisition Contract (GWAC). This marks the initial stage of a streamlined, multiple-award vehicle aimed at enabling federal agencies to modernize their IT infrastructure.

A Step Toward IT Modernization

Alliant 3 is designed as a pre-competed indefinite-delivery/indefinite-quantity (IDIQ) contract, offering a standardized pathway for enterprise IT modernization. Federal agencies will utilize this vehicle to procure services in areas such as cloud computing, cybersecurity, data management, software development, and systems engineering, along with emerging technology support.

Josh Gruenbaum, commissioner of GSA’s Federal Acquisition Service and a Wash100 Award recipient for 2025, emphasized the significance of this milestone. "By offering a streamlined approach to IT procurement, this contract offering not only reduces duplication and lowers administrative costs, but also significantly strengthens the federal government’s overall purchasing power", said Gruenbaum.

The Phase 1 awards come in response to the final request for proposals for the vehicle, which GSA issued in July 2024. These initial selections represent a critical step in advancing the contract’s mission to centralize and modernize federal IT procurement.

Alignment with Procurement Reform

The Alliant 3 contract aligns with Executive Order 14240, which calls for federal agencies to centralize the procurement of common goods and services within GSA. This approach is intended to reduce duplication, enhance coordination, and improve operational efficiency across government agencies.

Continuing the Alliant Legacy

The Alliant 3 GWAC builds on the success of its predecessors. In 2017, GSA awarded contracts to 80 companies under the Alliant 2 small business track, a 10-year contract initially valued at $15 billion. By 2022, GSA increased the contract ceiling for Alliant 2 to $75 billion, reflecting growing federal demand for IT services. The latest iteration, Alliant 3, represents the next step in this evolution, supporting the government’s push for centralized and modernized IT procurement.

As GSA moves forward with this initiative, Alliant 3 is poised to play a pivotal role in transforming federal IT procurement and addressing the challenges of modern technology needs.
