Post-Award Frequently Asked Questions

These are the questions customers ask when the award is complete and the work of managing and using the contract begins.

Getting Oriented After Award

What should we do first after receiving our GSA award?

Start by checking your eLibrary listing, confirming that your catalog and price list publish correctly, verifying eOffer and eBuy access, and assigning one internal person to own the contract. Use the checklist above to work through these items in order.

What is our GSA eLibrary page used for?

Think of eLibrary as your public contract landing page. It shows your contract number, awarded SINs, contract dates, business information, GSA point of contact, terms and conditions, and links to published contract files.

What if our eLibrary information is wrong?

First identify where the information originates. Some company details are pulled from SAM.gov, while contract contacts, pricing, and scope may require an administrative or other contract modification. Send the discrepancy to GSA Focus before changing multiple systems.

How long should catalog publication take?

Publication timing varies, but if the awarded catalog or price list is still missing after roughly three weeks, follow up. A stalled publication can delay buyer visibility and eBuy access.

Who should be responsible for the GSA contract internally?

Name one GSA Compliance Champion. That person does not have to perform every task, but should coordinate sales reporting, pricing controls, contract records, points of contact, modifications, and opportunity access.

Should multiple employees have access?

Yes, where appropriate. Keep authorized negotiators and opportunity recipients current, but avoid giving broad access without defined responsibilities. Maintain at least one trained backup for critical reporting and administrative tasks.

Protect the contract

Compliance, Sales Reporting & IFF

How do we know whether a sale counts as a GSA sale?

A sale generally counts when the order is placed under your GSA Schedule contract and references the contract or applicable Schedule terms. Do not assume every federal sale is a GSA sale. Create a clear internal flag in your CRM, accounting system, or order process.

Does GSA automatically capture our sales for us?

No. Contractors remain responsible for identifying and reporting reportable GSA sales, even when an order originates through a GSA purchasing channel. Your accounting and sales teams need a reliable internal tracking method.

Do we report when there are no GSA sales?

Yes. Submit a zero-sales report when required by your reporting schedule. Never skip a reporting period simply because no reportable sales occurred.

What is the Industrial Funding Fee (IFF)?

The IFF is the fee remitted to GSA based on reportable Schedule sales. Your awarded GSA prices generally account for the fee, but your team must still track sales, report them correctly, and pay the amount due through the FAS Sales Reporting Portal.

Can we charge more than our awarded GSA price?

No. Treat the awarded ceiling price as the maximum unless a valid contract action changes it. You may generally discount below that price at the order level, but you should understand the pricing and discount terms that apply to your contract.

How should GSA and open-market items appear on the same invoice?

Separate them clearly. Label which line items are under the GSA contract and which are open market. Do not place the GSA contract number across an entire invoice or proposal if only part of the transaction is covered.

What records should we retain?

Keep award documents, modifications, price lists, quotes, purchase orders, invoices, sales reports, IFF confirmations, catalog records, country-of-origin support where applicable, and correspondence that explains contract decisions.

What is the minimum-sales requirement?

Your contract must meet GSA's minimum-sales requirements during each contract period. Put a checkpoint on the calendar at least one year before the applicable deadline so there is time to correct course.

What happens during a GSA contractor assessment?

GSA may review your contract administration, pricing, sales reporting, invoicing, records, and other compliance areas. Treat the compliance training and checklist as preparation, and respond promptly when your assigned GSA representative requests information.

Does the Trade Agreements Act apply to us?Products especially

It is especially important for contractors selling products. Confirm country of origin and applicable TAA status before adding or selling an item. Service contractors should also review delivery locations and contract-specific requirements when work is performed outside designated countries.

Find the work

eBuy, SAM.gov & Business Development

When will eBuy opportunities start appearing?

Access and notifications generally follow successful contract and catalog activation. Once available, review your eBuy profile, SIN coverage, subgroups, and notification recipients rather than waiting passively for email alerts.

Why are we not seeing eBuy opportunities?

First confirm that your catalog is published, your eBuy Seller access works, your awarded SINs and relevant subgroups display correctly, and the right employees are enrolled for notices. If those items are correct and the feed is still empty, contact GSA support.

Should we monitor SAM.gov if we already have eBuy?

Yes. Larger opportunities may appear on SAM.gov and specify that a GSA Schedule is required or preferred. A practical pipeline uses both eBuy and SAM.gov rather than assuming all Schedule work will appear in one place.

What is the difference between an RFI and an RFQ?

An RFI is usually market research and may help an agency shape a future requirement. An RFQ is a request for pricing and a solution under an established purchasing path. Both can matter: RFIs help you influence and prepare; RFQs are closer to an award decision.

How do we submit an eBuy quote?

Open the opportunity, read every instruction and attachment, build the required technical and pricing response, then submit through the Seller interface before the deadline. Confirm the correct files uploaded and retain a copy of the final submission.

Do we need to respond to every opportunity?

No. Use disciplined bid/no-bid criteria. Focus on fit, qualifications, customer need, competitive position, available time, pricing, and likelihood of winning. Volume matters, but indiscriminate bidding burns time.

How should we market our GSA contract?

Build a federal page that includes your contract number, SINs, capabilities, differentiators, eLibrary link, capability statement, and a clear federal contact. Then use targeted outreach, relationships, eBuy, SAM.gov, and agency research to create demand.

What should we do after losing a bid?

Request a short debrief. Try to learn whether the main issue was price, solution fit, past performance, or a compliance and submission error. Track those answers and use the pattern to improve future bids.

Can AI help with proposal writing?

Yes—as a reviewer and accelerator, not the final authority. Use it to extract requirements, build checklists, compare your response against the RFQ, and identify omissions. A knowledgeable person must verify every factual, pricing, and compliance statement.

Keep it current

Modifications, Scope & Pricing

Can we add another SIN after award?

Yes. A GSA Schedule can evolve. Adding a SIN normally requires a formal modification supported by the required experience, pricing, technical, and administrative documentation.

How do we add a new product or service?

Confirm that the item fits an awarded SIN, gather the applicable pricing and support, and submit the correct modification. Do not market an unawarded item as being on your GSA contract before approval and publication.

Can we raise our GSA prices?

Potentially, but not by simply changing an invoice or catalog. Follow your contract's economic price adjustment method and submit the required modification and support. Continue using the currently awarded pricing until the change is effective.

Can we use a modification before it appears publicly?

Do not assume approval, publication, and effective use are the same event. Confirm the modification's effective date and whether the applicable catalog or price has been published before processing an order under the new terms.

What are Order-Level Materials (OLMs)?

OLMs allow certain supplies or services that are not separately priced on the Schedule to support a specific order, subject to the applicable rules and limitations. OLMs are not a general workaround for adding stand-alone offerings that belong under another SIN.

What should we do when contacts or company information changes?

Update the authoritative source and submit the appropriate administrative change. Keep SAM.gov, eOffer/eMod, eLibrary, sales-reporting contacts, and internal access aligned so notices do not go to former employees.

Products & Services Questions

How do buyers purchase products through GSA Advantage?Products-only

GSA Advantage is the online catalog and purchasing environment for awarded products and related offerings. Contractors must keep catalog details, pricing, availability, and ordering information accurate so buyers can make a compliant purchase.

What if a reseller is listing our products?Products-only

Confirm that the reseller is authorized and that its catalog, pricing, country-of-origin support, and fulfillment model are compliant. Your own contract sales and reseller sales are not automatically the same transaction or reporting responsibility.

Do awarded labor-category rates include our costs?Services-only

Awarded labor-category rates should be treated as fully burdened contract rates, not employee base wages. Your proposals must remain within the awarded ceilings while covering labor, overhead, fringe, profit, and other applicable costs.

Can we subcontract most of the work?Services-only

Review the solicitation, order terms, and applicable limitations on subcontracting. Clarify unclear percentage requirements with the buyer. A model that subcontracts nearly everything can create both performance and compliance risk.
