Many vendors have been fighting this GSA overreach for years.
GSA is making TDR mandatory. And since you probably don’t know that acronym, this snuck under the radar as a very quiet announcement.
But it’s actually huge news.

GSA just expanded the Transactional Data Reporting (TDR) program—and it will soon be the only method GSA follows.

Diving Deeper: What Is TDR?
TDR lets you report what you sold, at what price, and to whom.
This doesn’t seem like a big deal, but it is.
Because the alternative CSP (Commercial Sales Practices) is awful. It allows the GSA to prevent vendors from offering better discounts commercially. Which stinks, because Vendors couldn’t give better discounts without GSA stepping in and saying they want those deep discounts locked in for them.
So GSA vendors would routinely lose commercial sales as a result of CSP.
TDR will make getting a GSA Contract a little bit easier, but the magic is in the lower compliance burden GSA vendors will face.
By replacing the terrible CSP requirement, TDR is going to make everyones lives better.
The Rollout Plan
GSA has expanded TDR to cover 59 Special Item Numbers (SINs) —including 12 newly added ones across IT and training categories. And by 2026, all GSA SIN categories will be under TDR.
