Rejected offers & clarification letters

Rejected? That is not the end of your GSA offer.

A rejection is not a ban. GSA allows you to resubmit, and most rejections come down to a handful of causes that can be corrected. The work you have already done — SAM registration, pricing, past performance, documents — does not disappear.

Send us the rejection or clarification letter. We will tell you what it actually says and whether it is worth resubmitting.

The usual causes

Why offers get rejected

Five reasons account for most of what we see. The letter you received rarely names the real one directly.

Pricing not supported by commercial sales

The proposed pricing could not be traced back to real sales at those prices to commercial customers. This is the most common cause, and the hardest to see from the letter.

Usually fixable

Missing or weak past performance

Not enough relevant projects, or the projects submitted did not match the scope of the SINs requested.

Depends on the record

Incomplete or inconsistent documents

A package of 20 to 30 documents where a figure in one does not agree with the same figure in another. GSA does not call to reconcile it.

Usually fixable

Wrong SIN selection

The SINs requested did not line up with what the company actually sells or with the past performance submitted.

Usually fixable

Clarification letter went unanswered past the deadline

A response window was given and closed. The offer was rejected for non-response rather than on its merits.

Fixable, but restart the offer

And sometimes the answer is no.

Not every offer is worth resubmitting. If the commercial sales history is not there yet, or the past performance does not exist, resubmitting means another rejection several months from now. When we see that, we say so on the first call and tell you what would need to be true before trying again. We would rather lose the engagement than take money for an offer we expect to fail.

How it works

What we do

Three steps. The first one costs you nothing.

1

Read the letter

You send us the rejection or the clarification letter. We read it against your submitted package, because the stated reason and the underlying reason are frequently not the same thing.

2

Diagnose the real cause

We tell you which of the causes above you are actually dealing with, what it would take to correct, and — honestly — whether resubmitting makes sense for your company right now.

3

Rebuild and resubmit

If it makes sense, we rebuild the package, fix the underlying problem rather than the symptom, submit it, and handle the clarifications and negotiations that follow.

What people ask first

The things you are probably wondering

Asked plainly, answered plainly.

Can I even reapply?

Yes. A rejection does not bar you from submitting again — there is no penalty box and no waiting period imposed on you. What changes is that you are submitting a new offer, so the package has to be complete and correct on its own.

Will the same CO see it?

Possibly, and that is not the problem people assume it is. Contracting Officers evaluate the package in front of them against the solicitation. A resubmission that fixes the actual deficiency is judged on that, not on your history.

Do I start over from scratch?

Not from zero. Your SAM registration, your commercial pricing data, your past performance references and most of your supporting documents carry forward. What gets rebuilt is the part that failed — and usually that is a narrower slice than it feels like right now.

What if someone else prepared my offer?

Very common, and it is not something we are going to comment on. We do not need their cooperation or their files. We work from your submitted package and the letter you received, and we start by finding out what was actually submitted on your behalf.

Send us what GSA sent you.

We will read it, tell you what it actually means, and give you a straight answer on whether resubmitting is worth it. If it is not, we will tell you that too.
