Times are changing in the GSA ecosystem—and contractors who don’t adapt will slowly get pushed out of the market.

GSA’s upcoming MAS Refresh #31 (expected March–April 2026) is shaping up to be one of the most meaningful updates in years. Here are the key changes smart contractors are already preparing for.

What’s changing in Refresh #31:

TDR becomes mandatory for all contractors
Transactional Data Reporting will apply to every SIN. Contractors will report detailed sales transaction data to GSA going forward.

The Price Reductions Clause is going away
With TDR replacing legacy reporting, the traditional PRC and Commercial Sales Practices disclosures are being eliminated, which dramatically changes pricing compliance strategy.

New federal AI rules are entering the MAS program
Contractors offering AI tools or AI-enabled services will need to comply with new government-wide AI acquisition policies tied to OMB guidance.

Startup Springboard is tightening again
The startup pathway will be restricted to companies qualifying for FASt Lane, narrowing eligibility for newer firms entering the program.

More transparency in pricing oversight
GSA will use transactional sales data to determine whether pricing is “fair and reasonable” across the program, increasing data-driven oversight.

Mass Modification coming for existing contractors
Once the refresh releases, contractors must accept the mass mod (typically within 60–90 days) to remain compliant.

Proposal strategy is changing for new offers
Non-TDR proposals will likely be rejected. New offers must be built around the new TDR framework from the start.

Bottom line

The MAS program is moving toward data-driven pricing oversight, AI governance, and tighter program structure.

Contractors who understand the shift early will adapt their pricing strategy, reporting systems, and proposal approach.

Those who don’t will find the program getting harder to navigate.
